Pan Xiaogang, Deputy Head of the Organization Department of the CPC Shanghai Municipal Committee and Director-General of the Shanghai Municipal Talent Work Bureau (Shanghai Municipal Administration of Foreign Experts Affairs), attended the meeting and delivered a speech. Jiang Fan, Secretary of the Shanghai Municipal Working Committee of Education and Health , presided over the meeting, and an official from the Publicity, Education, Science, and Technology Cadres Division of the Organization Department of the CPC Shanghai Municipal Committee read out a decision on the appointment and removal of cadres.
