SUIBE Holds 2026 Spring Semester Strategic Deliberative Conference and Faculty Assembly

On February 28th and March 1st, SUIBE convened its 2026 Spring Semester Strategic Deliberative Conference and Faculty Assembly. Themed Advancing Implementation to Meet Targets, Gathering Momentum to Open a New Chapter, the conference focused on the implementation of comprehensive reforms and the formulation and implementation of the 15th Five-Year Plan. It further consolidated consensus, clarified direction, and solidified responsibilities through thematic study, keynote reports, and group discussions. Qi Ming, Chairman of the University Council of SUIBE, delivered a concluding speech; Wang Rongming, SUIBE President, gave a mobilization speech; Zhang Yiguo, Vice Chairman of the University Council of SUIBE and Secretary of the Discipline Inspection Commission, Shen Yi, Vice Chairman of the University Council of SUIBE and Vice President, and Xu Yonglin, SUIBE Vice President, presided over respective segments of the meeting; Jiang Xiuzhen, SUIBE Vice President, delivered a keynote report.


In his concluding speech, QiMing conveyed the principles of the 2026 Spring Shanghai Higher Education Leadership Conference, and demanded the SUIBE faculty to deeply comprehend, precisely align with, and effectively implement its directives. Regarding the university's future reform and development, he put forward three requirements: First, refocus and calibrate benchmarks to accurately grasp the fundamental logic of reform and development, further clarifying development pathways. Second, intensify efforts to tackle challenges and achieve breakthroughs, keeping a close eye on key links in reform and development to resolutely promote the swift formation of a new phase of transformational development. Third, enhance implementation and improve efficiency, strengthening the sense of urgency and mission to ensure reforms take root and yield results.


In his mobilization speech, WangRongming centered on the main themes of why do it, how to do it, and who will do it. He profoundly elucidated the contemporary background and strategic significance of compilation of the 15th Five-Year Plan from multi-dimensional perspective. He emphasized that SUIBE is currently in a phase of comprehensive effort to capitalize on momentum and a critical period of tackling challenges to secure victory in its transformation and upgrading. Core initiatives such as transforming education and teaching and reforming research paradigms must be implemented to jointly drive the formulation and implementation of the 15th Five-Year Plan.

During the conference, SUIBE invited Lin Chuili, Director of the Secretariat of the Shanghai Municipal Education Leading Group Office, Director of the Research Office of the Shanghai Municipal Education and Health Committee, and Director of the Comprehensive Reform Office of the Shanghai Municipal Education Commission, and Zhang Guohua, First-Level Inspector of the Shanghai Municipal Commission of Commerce, to deliver keynote reports respectively. Six keynote presentations were meticulously arranged around two main themes: deepening key tasks of comprehensive reform and implementing the strategy of One Faculty, One Policy.
