SUIBE Held Meeting on Formulation of Comprehensive Reform Plan

On the afternoon of July 28th, SUIBE held a meeting on the formulation of its comprehensive reform plan at the Changning Campus. All leadership members, along with heads of functional departments and schools responsible for the plan’s preparation, attended the meeting. The session was presided over by Qi Ming, Chairman of the University Council of SUIBE.


SUIBE vice president Jiang Xiuzhen systematically deployed the formulation work for the comprehensive reform plan. She introduced the overall landscape and key reform guidelines of higher education transformation in Shanghai, and clarified the tasks, organizational structure, division of responsibilities, work procedures, and timeline for the initiative.

President Wang Rongming affirmed the university’s preliminary efforts in advancing comprehensive reform and set out clear requirements for ensuring the high-quality completion of the reform plan. He stressed the need to uphold the principle of serving science and nurturing talent for industry, fully recognizing that deepening comprehensive reform is a crucial step for the university to achieve high-quality and innovative development. He underscored the importance of giving priority to employment, regarding it as a benchmark for evaluating the quality of talent cultivation. He also emphasized aligning reform efforts with national strategies and Shanghai’s development needs, in order to develop a high-quality reform plan that matches the university’s positioning, is well-founded, and is practical. He called for a holistic perspective in charting the direction and a systematic approach in designing reform measures.


Qi Ming in his concluding remarks stated that the meeting aimed to further unify thinking, build consensus, and stimulate motivation to solidly advance the planning and formulation of the comprehensive reform plan. He put forward three requirements for the plan’s development: first, attach great importance to the comprehensive reform and regard it as the current key political task; second, carefully learn from the latest superior deployment and requirements, further deepen understanding, strengthen confidence, and continuously explore innovations that highlight distinctive advantages based on systematically summarizing the experience and effectiveness of previous reforms; third, base on the university’s overall and long-term development, focus on systematic integration, coordinate the formulation of reform measures, and complete the comprehensive reform plan with high quality.
