The Fifth Lujiazui Law Forum co-organized by SUIBE, Shanghai BarAssociation and Shanghai Notary Association kicked off at theShanghai International Convention Centre on 8th November. With thetheme of ‘China (Shanghai) Pilot Free Trade Zone (FTZ)’, the forumcovered relevant topics such as the opening of trade in services,investment and finance, laws and regulations in the FTZ, and thetransformation of government functions. Zhou Hanmin, Vice-ChairmanCPPCC Shanghai Committee, Wang Xinkui, Director of Counselors'Office of Shanghai Municipal People's Government, Zhang Hualu,Deputy Director of Shanghai Customs, and Wang Xie, Deputy Directorof Shanghai Bureau of Justice attended the forum. Also present atthe forum were Zhang Xiaosong, Party Secretary of SUIBE and YeXingguo, Vice President of SUIBE. The forum attracted some 250experts and scholars from government departments, academia,financial sector, trade sector and law community.
In his remarks on behalf of SUIBE, Zhang Xiaosong introduced SUIBEas one of earliest Chinese institutions of higher education engagedin researches on foreign trade and committed to making ourcontributions to the development of the FTZ in particular in termsof rule of law. Chen Jingying, Dean of the School of Law, SUIBEdelivered remarks on behalf of the organizers. She proposed to beefup risk-control legislation so as to bring the practice in the FTZin line with the international practice and called for followingand studying the development of TPP and BIT negotiations and talks.
Zhou Hanmin made a keynote speech on the laws and regulations inthe FTZ. Wang Xinkui’s concluding speech revolved around theestablishment of FTZ as a national strategy of reform and opening.Prof. Feng Jun, SUIBE participated and exchanged ideas with otherparticipants in the round-table discussion on international financein the FTZ. Officials from the Shanghai Customs, executive managersfrom companies in the FTZ, and scholars from the China Law Societyand Fudan University had in-depth discussions on the FTZ-relatedlegal issues and suggested solutions to these issues. This forumwas the first of its kind that SUIBE organized since it establishedthe Collaborative Innovation Center of China (Shanghai) Pilot FreeTrade Zone with the University of International Business andEconomics and East China University of Political Science and Law.
